The “blacklist” constitutes a state crime, in which the government actively violated artistic and expressive freedom by transforming public cultural funding into a mechanism of censorship—systematically institutionalizing discrimination and exclusion in support systems, and using them as instruments of power and control. Through this, the state directly threatened independent artists and cultural organizations, undermining individual rights and freedoms.
As of 2021, due to the insufficient stance of central government and related institutions, many key figures who orchestrated the blacklist still remain in leadership positions within organizations and agencies. This ongoing presence reveals that the issue of the blacklist remains unresolved, and that genuine apologies and restorative measures for the victims have yet to be made.
Now, six years later, we find ourselves confronting the reality once again. Why has this not yet been resolved? How does the current art ecosystem understand the blacklist? Are artists still compelled to self-censor? Are the rights of artists truly protected? What is the attitude of the administration and government today? Are we still trapped in the “event” of the blacklist, frozen in time? Have the circumstances really changed? These accumulated questions form the point of departure for this exhibition.
